Breaking the bag of waters, also called rupturing membranes, is a harmless way to speed up labor thereby helping to avoid cesarean surgery for progress delay. (The answer is false) 

If anything breaking the bag of waters leads to an increase in the risk of cesarean section because the baby is more likely to get stuck in an unfavorable position and may experience episodes of non reassuring fetal heart rate. 

If done before the head is well applied to the cervix it can cause umbilical cord prolapse. That is the umbilical cord slips down into the vagina and gets pinned between the baby's head and the mothers pelvis. This is an obstetric emergency requiring an immediate cesarean.
